Draft National Anti-Poverty Strategy
The draft National Anti-Poverty Strategy was launched for consultation on 29 October at the Union Buildings by the Deputy President. SPII participated in a panel discussion at the launch. The Director welcomed the launch and the acknowledgement of the need for public consultation. She recommended that the strategy needed to look more closely at Inequality within the country. Social cohesion will always be threatened in the face of such huge inequalities as we have in South Africa. In addition to this, she suggested that one way of addressing the huge income disparities would be to introduce comprehensive income support, which could also be funded by a super-tax for the wealthy. Trickle down shared growth is not going to be able to address the inequalities at the rate that we require. The Director also recommended the establishment of a Standing Poverty Commission, a multi-stakeholder forum which could be co-chaired by NEDLAC and the DBSA, with a well resourced secretariat to oversee and monitor the progress in anti-poverty strategies across all sectors, promote debate and discussion and build up effective measures of poverty, inequality and wealth.
